Three Laughing Sparrows is an administrator working for the Imperial Records Keepers. She is known for her exacting standards and her insistence that all reports filed with the Chrysanthemum order be of the highest quality. She has a habit of being able to pick out the inaccuracies in the more occult focused reports and many a bureaucrat has had a report sent back for editing based upon a misdiagnosis of a hungry ghost or hopping vampire.
