Wa Kheng, full name Amanankheng, is a wealthy merchant of Southern heritage and the head of the Southern Trading Consortium, who are responsible for most of the Ivory and Gold flowing into the Empire. He has kept access to the Southern cities clear through the Keepers in White, one of the largest private mercenary forces in Ch'in, and is now looking to expand his business links elsewhere.
