Gen Kai Nu's return to the Imperial fold after disappearing for over 40 years was certainly unexpected, but not quite so unexpected as his immediate reinstatement to the Ministry of Culture. Listed as “Cultural Overseer”, the old man is not directly connected to any specific department, and it is somewhat unclear what precisely his role is - he spends very little time in administrative buildings, stopping in occasionally to vaguely distract others with idle chatter. It is also unclear what exactly his role was in the Ministry those 40 years ago, although the peasants gossip. If one were to believe the peasants, the man would be a sorcerer, a spy, an assassin, a Ministry head and a peasant freedom fighter all rolled into one. It is best to ignore idle gossip.
